Chairman

Roger C. Hobbs currently serves as Chairman of The R.C. Hobbs Company, a full service real estate development and consulting organization. Mr. Hobbs was the founding Chairman of California City Bank, NA; former President of Birtcher-Hobbs Communities as well former Senior Vice-President of KSL Development; and a trustee for the California Real Estate Trust, a public REIT. In addition, Mr. Hobbs is the Founder and President of Century American Regional Center LLC as designated by the United States Citizenship and Immigration Services (USCIS) as well as Yellowstone Montana Regional Center LLC. He is often a featured speaker in the U.S and Asia regarding the Employment Based EB-5 Visa investment program.

Mr. Hobbs earned a Bachelor’s Degree in Finance and a Master’s Degree in Administration from the University of Southern California (USC). Additionally, he completed the two-year Executive Management Program at the University of California at Los Angeles (UCLA) as well as attending Harvard Graduate Extended Education Programs. Mr. Hobbs is a Certified Property Manager (CPM), California Real Estate Broker, Certified Residential Specialist (CRS), Graduate Realtors Institute (GRI), Certified Commercial Investment Member (CCIM) and a Licensed General Contractor (B-1). He holds a lifetime Teaching Credential from the State of California. He has served on the business teaching faculty of the University of Southern California, California State University of Fullerton, Chapman University, and University of Montana.

In 1989, Mr. Hobbs was selected by the national accounting firm of Ernsts and Young as a finalist for Orange County’s “Entrepreneur of The Year” annual award. Mr. Hobbs hold the position as Trustee professor at Chapman University. In addition to his vast senior level development experience. He has successfully implemented and funded projects utilizing complex financing strategies including the formation of Community Facility Districts (CFD);New market Tax Credits(NMTC) Tax Increment Financing(TIF)Community Block Grants (CBG’s) and tax exempt bond financing. Over the past thirty five (35) years, he has successfully sold, developed and managed nearly one billion dollars of commercial, industrial and residential real estate in California and Montana. His projects have been recognized with local, state, and national awards. He has successfully completed more than 4,000 houses and apartments. His developments have often appeared in national and international publications. He has been listed in numerous bibliographies such as “Who’s Who in Real Estate” and “Who’s Who in Finance and Industry”. In addition to his organization projects, he has developed projects with partners from Japan, Korea, China and Taiwan. He often is a feature speaker at local and state conventions.

In late 2004, Mr. Hobbs was appointed the founding Director of Chapman University Center for Real Estate, as well as Chairman of the Board of Directors of the Community Foundation of Orange. In addition, Mr. Hobbs serves on the Board of Directors of the Orange County Business Council (Chairman of the Workforce Housing Task Force), Orange County Housing Trust, as well as the Founder and Chairman of the R.C. Hobbs Institute for Real Estate, Law and Environmental Studies at Chapman University. He was recently named 2006 City of Orange “Citizen of the Year

Robert Hobbs is the Chief Operating Officer of EB5 Group and the President of Century American Regional Center. Mr. Hobbs has been involved in providing EB-5 financing for real estate projects that have a combined value of over $800 million, of which over $300 million was derived from EB-5 investors.

As Chief Operating Officer, Mr. Hobbs is responsible for the day-to-day operations of the company, determining project feasibility, reviewing project documentation, obtaining TEA approval letters and coordinating with foreign brokers to further secure EB-5 financing.

In addition to his positions with EB5 Group and Century American Regional Center, Mr. Hobbs is also the Senior Vice President of R.C. Hobbs Company, which has developed nearly $1 billion of real estate throughout Southern California over the past 40 years. R.C. Hobbs Company currently has 5 projects under construction in Southern California.

Mr. Hobbs is a graduate of Chapman University in Orange County, California, and is a member of industry associations such as the EB-5 Coalition (Washington D.C.), Urban Land Institute, California Association of Realtors, International Council of Shopping Centers, Association to Invest in the USA, Young Leadership Organization, and the National Association of Homebuilders.
